Is the split day really the solution to the lack of work and family reconciliation?

The subcommission or working group for the study of the rationalization of Schedules, the Reconciliation of Personal Life, and Labor of the Congress of Deputies, has made a report proposing that the split day in schools be established, taking into account that conciliation is impossible, since work and school hours do not match.

In addition to the name of the working group - which I think is very long -, it is striking that instead of facilitating the fact that the so-called "labor and family conciliation" becomes a fact, a new Labor Reform was enacted a year and a half ago, which puts workers in a frank situation of inequality. And now it turns out that since there is no conciliation, the solution is to split the school day.

A school day that is already split in some Autonomous Communities, although apparently the continuous had "gained ground." We had also seen in Peques and Más, that the day continues, still being the ideal one in case the children can count on the presence of their family when they arrive home (or if they provide complementary services from the school itself to a affordable price), it may have some drawbacks ... However, the proposal to return to the day left, is not motivated by recommendations from experts in education: those who say that at the end of the morning of five hours there is little, and instead the level of attention rises again after eating. But it comes in an attempt to respond to families with children whose parents who work in the morning and in the afternoon, or in very long working hours; however, making children adapt to adults can give very bad results.

Bad because every day we see children who must go to the Matinal School, then stay in the dining room, and since no one can pick it up at 5 pm, it is necessary to use the extracurriculars, the Evening, or the Infant Schools that have already diversified their services in order to meet these needs. So How and when do these children relate to their parents when they are young, and when do they play outdoors with their peers?

Around the Labor Reform

From my point of view (and I apologize to those who organize the country), first I should have thought about the welfare of families with children, understanding that children they need their parents to grow (If the family is currently in the first group in which we socialize!), And from there start to establish measures so that parents can spend maximum time with them. When we had this resolved, it would be time to think about school days.

The report prepared by this group of Congress, clearly reflects that the last Labor Reform, has been criticized by expert people: it provides a lot of flexibility to the company, allowing the employer to distribute throughout the year on a regular basis 10 percent of the workers' day, and that - only five days before - they have the right to know schedule, concretion and Start day. Well, the inconvenience of this reform once implemented, had already been anticipated before its entry into force, right ?.

It also turns out that in 2004, an Organic Law on Integral Protection Measures against Gender Violence was passed, under which some rights were acquired, which with this Labor Reform are modified. We talk about the accumulation of working hours by legal guardianship in full-time work, or the application of the working conditions foreseen in the agreements of higher scope that affect the working day, schedule, shift regime or distribution of time.

For this group belonging to the Congress, it is necessary to move towards conciliation and co-responsibility measures, that, and that the Labor Inspectorate has control over collective agreements (here they would have work to give and give away).

By the way, know that a call from the European Commission has been made so that a consensus is reached on increasing the maximum legal working day in all member states. What I doubt is that countries like ours can reach consensus, since the focus of our production system is on "production" and not on people.

With this panorama, and instead of thinking about enjoying children, it is not surprising that there are parents who think of "who will care for their children"when they are not there, and they must juggle the free time they have.

The elaborated work has also included "the need for televisions to advance the news broadcasting schedules, in order to advance their 'prime time' schedules, before 11 pm"; while asking to eradicate sexist contents that contribute to the perpetuation of stereotypes in the role of women. It is intended that measures for equalization in decision-making in domestic and family aspects of men and women be adopted.

Family and socially responsible companies

In the opinion of the people who are part of the working group, "it would be positive if the investment of companies that invest in extension of parental leave, time flexibility, or child schooling services were rewarded"And it is proposed the elaboration of a indicative list of possible bonuses or rewards for the benefit of these.

Now that we have reviewed the proposals of this subcommission (or working group), we remember that do not consider the continuous day for conciliation adequate, neither gender equality nor to meet the needs of minors. And they emphasize "it is necessary to adapt both schedules, vacations and the rest of the school calendar to the working hours." Again with the same, does it seem logical to someone (I know what we have, but let's be critical) that it is the children who adapt to their parents' work? Has anyone thought that children need the reference and guidance of their parents?

It also indicates that the offer of complementary or extracurricular services (more?) Should be expanded, including school services on vacation. According to them, this would be key to an adequate conciliation, necessary until 12 years old ... when the minors already have more autonomy. That is: while they are small that others take care of them, from the age of 12, they can do it alone ... I understand, but support so that families can take care of their children, making workers more flexibleDoes that occur to anyone?

In any case, the report will be approved foreseeable by the Equality Commission tomorrow, we will be attentive.

And when you can choose, you can be more in favor of one or another day, you can analyze advantages and disadvantages ... the bad thing is not having the possibility of even thinking "what would suit us more", because your work schedules are not going to coincide in any way with those of the school, then the only thing that can be done is to hire different services (or take advantage of the extended family, if you have close by) so that the children are cared for; that, or leave work and look for another one, but the last option I fear is becoming less affordable, as is the picture.
